Where does the money get used? Does it ever get used for social purposes like hospitals, schools, jails or rehabilitation? Who makes the decision? Is it the government or the police? Every day police seize millions of dollars of drugs and money from dealers. Where does it go? Also does anyone know how this approach differs in different countries?

you get to redeem your yahoo points for a portion of the seized funds. just last month I redeemed 2 million yahoo answers points for $50. crazy though, the feds tax it at 20%.
