What happens to a deceased persons social security benefits or money?

What happens to there money if they have a spouse still living and is already collecting his own SS checks He cant claim his wifes money too. Where does that money go too. My mom died and my dad has his own money he is collecting but who has my moms social security money? Does it go into the Governments pocket?
